I sent a package to Japan, using a Royal Mail service called international signed for...
After 48 hours, after checking the tracking code, it said that the package had been handed to the overseas postal service. Does this mean its in Japan, or rather thst its being readied to ship to Japan? Ive tried using the tracking number on Japan Posts site, it says I should check the number as it incorrect.Tracking International post?
If it's anything like the US Express Mail or Japan's EMS services, then that means it's in the foreign country (in your case, Japan). Japan's postal service will then take charge of delivering your package.

Where can I find out insurance rates for US postal services with letters to the UK?
Each envelope would contain an item worth around the $30 mark, but as they would be going international I want them to be insured. I can find UPS rates, but not USPS rates for insurance.Where can I find out insurance rates for US postal services with letters to the UK?
Look at USPS' website...you may be able to get "insurance" for doing registered mail....

324.12 Accepting Clerk’s Responsibility
The accepting clerk must:
1. Indicate on PS Form 2976-A the amount for which the parcel is insured. Write the amount in U.S. dollars in ink in the “Insured Amount (U.S.) block.”
2. Convert the U.S. dollar amount to the special drawing right (SDR) value and enter it in the SDR value block. For example:

USPS doesn't like to do insurance for items leaving the country. They WILL, if you send it global priority. If you're not mailing global priority, you can't get insurance on international items.

It is actually included at no charge when you ship it Express Mail? International. That would cost you about $28.00. Delivery time would be about $28.00. The cheaper alternative is to send it Priority Mail? International. Again, insurance is included at no charge up to $650. Rate is approx. $19.00 with a delivery time of 6-10 days.

am sending a letter to someone who lives in Manchester, England. I live in Virginia. I am gonna be sending it via First-Class Mail International through the United States Postal Service. I want to know how many days it will take to arrive. It says "Varies," but I want to know exactly. I need it to arrive within 8 days. Is that possible? If not, is there a better mailing service which isn't all that expensive?International First Class Postage?
No way to know exactly. Be sure to put "AIR MAIL" on the letter and correct postage.

Question regarding VAT and the UK Postal Service?
I sent out a package from east coast US to England on the 28th of July via USPS First Class International. It's now the 7th of August and it still hasn't arrived yet, but I'm still hopeful that it will soon. What I don't understand is this VAT thing. So, if they decide that the contents of my package are over 30 dollars, they're going to send a letter to my girlfriend to have her pay the tax or ... ? I'm more than confident what I sent is worth no more than 20 dollars, but, you know.
Also, I have two other questions:
When I wrote out my customs declaration, I mistakingly made a "G" in the recipient's postal code look like a "6." I'm not sure if on the actual package the "G" looked that much like a "6" .. I like to think I was a bit more careful on the actual package. But, what happens if they think the "G" is a "6?" Will they send it to this nonexistent address or will they realise it's not an actual address? If the second, then what will happen? I googled her address using the mistake postal code, and google maps still directed me to her actual house.
Also, when I filled out my customs declaration, there wasn't enough room on the form to write down every single thing in the package. So, there are things in the package which are not on the slip. Will that cause any sort of issue?

VAT is payable on goods imported to the UK worth over $30, its basically to protect prices in the UK, if you only state the value as $20 then that should be OK, they are only looking for goods that are much cheaper than UK prices, VAT is like a sales or state tax.
