Yes, postal services are affected too. The ash cloud did not only stop passenger flights, but cargo and airmail flights as well. Now that air traffic is being allowed in some places, passenger flights are generally in priority and cargo services are very limited so far, but are expected to get back to normal within a couple of days.
Yes to a considerable extent but there are alternatives. Mail within Europe can be carried by road, rail and sea.
