US Postal Service:Registered Mail has not reached sender,for 38 days now?

I had an important document register posted from Longmont,Colorado to Singapore.It cost US $25 %26amp; 38 days to this day and it has not reached yet.Tracking on the USPS web shows it reached San Francisco's International Mail centre 12 days later!!! A normal mail would have reached the far east in 5 days, Now I am trying for days to find out what happened. Physically the sender has asked the USpost office staff. One officer told her she should have paid a little extra to get a confirmation slip from the receiving party (myself). But that I feel is a different issue. General public is made to believe that a registered post is safe but you have to pay a lot more. Granted that one pays....it still does not get to the address...Singapor post I checekd with say as the tracking number is an USPS one they would certainly have the information. The officers showed the extra work thatthey go to to copy the address and tracknumbers on scanners to give up-to date info on registered mails originating from Singapore. It is very impressive technology and checking system. And the cost of registered post from ther eis a fraction more than the original postage!!! My document is irreplaceable....it has already caused me great hardship.....no money compensation can replace the loss. WHat obligation/contract does the sender/USPS has.WHta obligation do they have in warning potential users of very long transit of more thana month OR worst loss of mail??? I am shocked...and I cannot believe it is lost. Can some one be so careless as to mishandle the posted registered articles?? considering there is a tracking number and lot more care/security is taken to send registered mails. It seems we have not moved far since the ancient mail bag transfers...and train robbers.Or I dread to think that some elements may be opening registered mails to take money/valuables and discard useless documents. OR worst can the info and documents be used to impersonate steal identities by terrorist networks? USPS must not let lax security or for that matter fear of lack of it and work too cautiously as to deteriorate its service quality/promise and deliver mails that take 5 days to more than a month?? What has happened to the document from Longmont posted on October 30th, Today is Decemebr 8th 2009!!!!!!!!US Postal Service:Registered Mail has not reached sender,for 38 days now?
The USPOST OFFICE keeps track of REGISTERED mail. Call them and ask for a trace....good luck
