I don't know why it went to US customs; however, if it went to UA customs depending on the value of the item, including shipping, you may need to pay an additional tax. When that happened to me, I got a notice in my mailbox to go to a local UA customs office and pick up my package after I paid the additional tax.

Why US customs, I don't know. Maybe it was randomly picked, maybe your declaration form raised some eye brows, maybe the dogs were alerted to it.
