Is my item shipped or lost ? usps priority international mail (ebay) please?

Hi

Currently i live in Dubai. I bought a sunglass throu ebay on sunday 6th march 2011. seller mailed me that he shipped the item on 7th march morning (monday) and he provided the tracking number. he shipped the item from Los Angeles to dubai. When i checked the tracking status in USPS website it is still showing like this

today is 23 march(17 days gone) its still dispaly same message in usps website and i havnt received my item yet. i emailed the seller regarding this issue. seller replied that he shipped the item on 7th itself.

note; this is the first time seller selling a item in ebay but he is having very good feedback on buying.

seller looks very descent as he responded all my mails. i am confused wether he shipped the item or it lost some where. please i need help on this issue. what to do now ?Is my item shipped or lost ? usps priority international mail (ebay) please?
Once your package leaves the US it is no longer trackable. Check with your countries customs department, (may be called something different where you live). They may have your package and are determining if you owe any customs fees before sending it to you.
